Prof. Dr. Murteza Hasanoglu was born in Baku, the capital of Azerbaijan. He graduated from Gazi University, Faculty of Economics and Administrative Sciences, Department of Public Administration in 1997. He completed his Master's Degree in Administrative Sciences at Gazi University, Institute of Social Sciences in 2001. He completed his doctorate, which he started in 2001 at the same Institute, in 2005 and became a Doctor of Administrative Sciences. Hasanoglu, who has published national and international declarations, articles and books in his field, conducts academic studies on international relations, human rights, public administration, local governments, human resources management, management-organization, performance and norm staff. He currently continues to serve as a faculty member at the State Administration Academy affiliated to the Presidency of the Republic of Azerbaijan.
